The following terms and conditions with this job offer are fully explained below:
(1) Wage rate: Work will be performed on a DOD funded project, under Task Order AFCA P V Tinian Island TO024, Prime Contract Number FA8051-24-F-0024. SCA wage rates apply at the rate of $18.33/hr. In addition to SCA hourly rates, the worker will receive an additional $5.09/hr. for Health & Welfare as required under the Service Contract Act).
(2) Overtime Available? Yes, overtime rate is calculated at 1.5x per hour ($27.50/hr)
(3) Deductions from payroll: Employer will make all deductions from the workers’ paycheck required by law (Federal Income Tax, State Income Tax, Social Security (FICA) & Medicare Tax).
(4) Employer will use a single workweek as its standard for computing wages due; Workers will be paid bi-weekly.
(5) Employer will provide at NO FEE OR CHARGE to the workers, the following:
• Housing (or Employer will assist workers in securing board, lodging, or other facilities);
• 3 meals per day for the duration of employment; and
• Transportation to and from the worksite.
(6) Employer will provide, at no expense to workers, a one-way economy class air transportation from workers’ point of hire to Tinian. Workers will be provided or fully reimbursed (100%) for transportation and subsistence from the place which the workers have come to work for the Employer, whether in the U.S. or abroad, to the place of employment, if the workers complete 50 percent of the period of employment covered by the job order.
(7) Employer will provide or pay for the workers’ cost of return transportation and subsistence from the place of employment to the place from which the workers—disregarding intervening employment—departed to work for the Employer, if the workers complete the certified period of employment or is dismissed from employment for any reason by the Employer before the end of the period of employment.
Note: Daily subsistence will be at least $16.78/per day during travel to a maximum of $68.00/per day with receipts/documentation of actual expenses.
(8) Employer will reimburse workers in the first workweek for all visa, visa processing, border crossing, and other related fees, including those mandated by the government, incurred by the workers (passport expenses or other charges primarily for the benefit of workers, are not included).
(9) Three-Fourths Guarantee: Employer guarantees to offer the workers employment for a total number of work hours equal to at least three-fourths of the workdays in each 12-week period beginning with the first workday after the arrival of the workers at the place of employment or the advertised first date of need, whichever is later, and ending on the expiration date specified in the job order or in its extensions, if any.
(10) Employer-Provided Tools and Equipment: Workers will be provided, without charge or deposit charge, all tools, supplies, and equipment required to perform the duties assigned.
(11) On-the-Job Training: Not Available.

Operates various types of heavy equipment, such as backhoes, loaders, graders, and bulldozers, used in construction, maintenance, and repair projects. Performs routine maintenance on equipment and identifies and reports mechanical issues. The Heavy Equipment Operators operate diesel-powered backhoes, front-end loaders, motor graders, bulldozers and excavators/trench excavators to perform work in support of civil construction, site development, earthwork, roadway and pavement-support activities.
Excavation and earthmoving; Trenching and backfilling; Site grading and leveling; Construction and maintenance of roadways, access roads and shoulders; Preparation and maintenance of aggregate and base-course areas; Movement, placement and stockpiling of soil, aggregate and other construction materials; Drainage and utility-support earthwork; Site preparation; and restoration or repair of disturbed or deteriorated graded surfaces and access areas.
Operating backhoes and excavators to excavate, trench, remove material and backfill excavated areas; Operating front-end loaders to load, move, stockpile and place soil, aggregate and other construction materials; Operating motor graders to spread, level and finish soil and aggregate, establish grades and slopes, shape roadways and shoulders, and maintain graded travel surfaces; and, Operating bulldozers to push, spread and move earth and aggregate, perform rough grading, clear and prepare work areas, and support site-development operations.
All heavy construction equipment operated by the heavy equipment operators is diesel-powered. The heavy equipment operators perform only routine, operator-level preventive maintenance on the equipment assigned to them, including: Pre-operation and post-operation inspections; Checking engine oil, coolant, hydraulic fluid, transmission fluid, fuel and other manufacturer-required fluid levels; Topping off fluids when necessary; Lubricating designated grease points; Checking tires or tracks for condition and visible wear; Visually inspecting hoses, belts, fittings, lights, mirrors, guards and other safety components; Checking for visible leaks, damage or abnormal operating conditions; Cleaning windows, mirrors, steps, operator areas and equipment surfaces; and, reporting mechanical deficiencies or conditions requiring repair. Operator-level maintenance may involve use of basic hand tools, grease guns, tire-pressure gauges where applicable, funnels, cleaning materials, and manufacturer-specified lubricants and fluids. The position does not perform mechanic-level diagnostics, engine repairs, transmission repairs, hydraulic-system repairs, electrical repairs, component rebuilding, overhaul work, or other major repairs.
